Water very sparingly in summer, little or none in the winter. Likes full sun.
This plant is about 10 years old and about 6 inches tall.

After we had over 20 inches (50+ cm) of rain in July 2007, the poor thing gave up the ghost. May it rest in peace.
Cactus like this can develop folds and pockets that hold the water. I've found that leaving them in the rain is better than trying to protect them in cloudy, wet weather...there seems to be less chance of fungus leading to rot.
